दृष्टिबाधित (वीएच) उम्मीदवारों के लिए डेटा एंट्री स्किल टेस्ट (डीईएसटी) में उपस्थित होने की छूट के संबंध में स्पष्टीकरण (Clarification regarding exemption to appear in Data Entry Skill Test (DEST) for Visually Handicapped (VH) candidates)
डेटा एंट्री स्किल टेस्ट (डीईएसटी) में उपस्थित होने के लिए शारीरिक रूप से विकलांग उम्मीदवारों को छूट देने के संबंध में उपर्युक्त विषय और कार्मिक और प्रशिक्षण विभाग (डीओपी एंड टी) के निर्देशों का संदर्भ आमंत्रित किया जाता है [डीओपीटी ओएम नंबर 14020/1/2014-एस्टट। (डी) दिनांक 22.04.2015) {Reference is invited to above stated subject and Department of Personnel and Training’s (DoP&T) instructions regarding grant of exemption to physically handicapped candidates to appear in Data Entry Skill Test (DEST) [DOPT OM No. 14020/1/2014-Estt. (D) dated 22.04.2015)}:
यदि कोई शारीरिक रूप से विकलांग उम्मीदवार अन्यथा उक्त पद को धारण करने के लिए योग्य है और सक्षम चिकित्सा प्राधिकारी यानी सरकारी स्वास्थ्य देखभाल संस्थान के सिविल सर्जन द्वारा प्रमाणित किया गया है कि वह शारीरिक विकलांगता के कारण टाइपिंग टेस्ट (डीईएसटी) के लिए स्थायी रूप से अयोग्य है, तो वह उम्मीदवार हो सकता है। DEST पास करने से छूट दी जाए {If a physically handicapped candidate is otherwise qualified to hold the said post and is certified by the competent Medical Authority i.e. the Civil Surgeon of a Government Health Care Institution that he is permanently unfit for the Typing Test (DEST) because of a physical disability, may be exempted from passing the DEST}
‘शारीरिक रूप से विकलांग’ शब्द उन लोगों को कवर नहीं करता है जो दृष्टि से विकलांग हैं या जो सुनने में विकलांग हैं, बल्कि केवल उन लोगों को कवर करता है जिनकी शारीरिक विकलांगता उन्हें टाइपिंग करने से स्थायी रूप से रोकती है।” (The term ‘physically handicapped’ does not cover those who are visually handicapped or who are hearing handicapped but cover only those whose physical disability permanently prevents them from typing.”)
इससे पूर्व पत्रांक संख्या 17-08/2018-एसपीएन-I दिनांक 19.09.2022 द्वारा उ.प्र. सर्कल को DoP&T के उपर्युक्त निर्देशों के आधार पर उचित कार्रवाई करने की सलाह दी गई थी। हालाँकि, वीएच उम्मीदवारों के लिए व्यावहारिक कठिनाइयों और प्राकृतिक न्याय के सिद्धांत को ध्यान में रखते हुए, मामले की फिर से जांच की गई और यह निर्णय लिया गया कि वीएच उम्मीदवारों को डीईएसटी में उपस्थित होने से छूट दी जाएगी। ये निर्देश दिनांक 11.10.2022 के समसंख्यक पत्र के माध्यम से सभी डाक सर्किलों को सूचित किए गए थे। (Earlier, vide letter No.17-08/2018-SPN-I dated 19.09.2022, U.P. Circle was advised to take appropriate action based on the abovementioned instructions of DoP&T. However, keeping in view the practical difficulties for VH candidates and principle of natural justice, the matter was re-examined and it was decided that VH candidates shall be exempted from appearing in DEST. These instructions were communicated to all Postal Circles vide letter of even number dated 11.10.2022.)
दिनांक 11.10.2022 के उपरोक्त पत्र की निरंतरता में, यह आगे ध्यान दिया जा सकता है कि वीएच उम्मीदवारों को डीईएसटी में उपस्थित होने के लिए दी गई छूट भर्ती वर्ष 2022 से सभी वीएच उम्मीदवारों पर लागू की जाएगी। ऐसे मामलों में जहां भर्ती वर्ष 2022 के लिए डेटा एंट्री स्किल टेस्ट (DEST) पहले ही आयोजित किया जा चुका है, VH उम्मीदवार जो DEST के लिए उपस्थित हुए हैं, उन्हें उक्त परीक्षा के लिए योग्य माना जाएगा। (In continuation of above letter dated 11.10.2022, it may further be noted that exemption granted to VH candidates for appearing in DEST shall be made applicable to all VH candidates, from recruitment year 2022 onwards. In cases where Data Entry Skill Test (DEST) has already been held for recruitment year 2022, VH candidates who have appeared for DEST shall be taken as qualified for the said examination.)
